ABSTRACT In the second decade of the twentieth century a new subject appeared in American high schools, aimed at providing citizens with an understanding of the essential nature of scientific thinking. “General science,” as it was called, was developed and promoted by an emerging class of professional educators who sought to offer a version of science that they believed would both excite public interest and prove useful in the everyday lives of the masses of students streaming into the rapidly expanding (...) institution of secondary education. It was to be a course with real utility that would transcend the boundaries of the specialized, abstract disciplinary subjects like chemistry and physics—subjects with identities tied to the practices and standards of the colleges and universities, which had long exerted control over the content of secondary schooling. This essay recounts the origins of general science and, in particular, examines how the intellectual and material environment of the city of Chicago at the turn of the century influenced the course that was produced and widely adopted in school programs across the United States. Two seemingly complementary trends stand out currently in school science education in the United States: one is the increased emphasis on inquiry activities in classrooms, and the other is the high level of attention given to student understanding of the nature of science. This essay looks at the range of activities that fall within the first trend, noting, in particular, the growing popularity of inquiry activities that engage students in engineering-type tasks. The potential for public disengagement from science and technology (...) issues is described as a result of the continued juxtaposition of these sorts of inquiry activities with our current, idealized portrayals of the nature of science—the emphasis of the second trend. Drawing on Dewey's instrumental theory of knowledge, an alternative way of thinking about science is offered that would not only provide for a more authentic understanding of science, but also invite much needed public participation in the broad governance of science in modern-day democratic societies. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

Locke has been accused of failing to have a coherent understanding of consciousness, since it can be identical neither to reflection nor to ordinary perception without contradicting other important commitments. I argue that the account of consciousness is coherent once we see that, for Locke, perceptions of ideas are complex mental acts and that consciousness can be seen as a special kind of self-referential mental state internal to any perception of an idea.
